Mr. Richard “Rick” Wicker currently serves as the Navy Regional Maintenance Center and Surface Ship Maintenance and Modernization Chief of Staff.
Most recently, he served as action officer to the Executive Director for Navy Regional Maintenance Center. His duties included support to the oversight of the operations and management of the Regional Maintenance Centers, execution of private-sector, depot-level maintenance and modernization, and surface ship intermediate-level maintenance.
From 2017 to 2021 Mr. Wicker served as program manager for the Requirements Division, Department of Homeland Security, Countering Weapons of Mass Destruction where he directed contract support for all Joint Capabilities Integration and Development System (Joint Requirements and Integration Management System) documentation for CWMD Level I, II, and III acquisition programs. He also provided operations research and systems analysis to the Chief of Naval Operations Assessment Division and was assigned to the Office of Net Assessments and Air Force Irregular Warfare in the Office of the Secretary of Defense.
As a commissioned Naval Officer from 1978-2001 , Mr. Wicker completed sea tours aboard USS Lawrence, USS Capodanno, USS Sterett and USS Thorn and various shore tours, including Director for Infrastructure and Logistics, Commander in Chief Iberian Forces Atlantic.
Mr. Wicker holds a degree in Physics from the University of Mississippi and a Masters in Business Administration in Financial Management from City University. He is also a graduate of the Armed Forces Staff College, the Brazilian Naval War College Command and Staff Course and is a Portuguese linguist. He holds a Project Management Professional certification from the Program Management Institute. His personal awards from his time in the U.S. Navy include two Defense Meritorious Service Medals, Meritorious Service Medal, Joint Service Commendation Medal, three Navy Marine Corps Commendation Medals and various other awards.
