Ms. Kimberly (Kim) Bagford

Director of Corporate Operations, Team Ships

Ms. Kimberly Bagford serves as the Team Ships Director of Corporate Operations, where she is responsible for sustaining a high-performing organization by promoting total force readiness across the functional areas of strategic operations, workforce operations, information management, science and technology, ship ceremony management, and the Managers’ Internal Control Program.

Most recently, Ms. Bagford served as the Principal Acquisition Program Manager for Landing Craft within the Amphibious Warfare program office (PMS 377).  She was responsible for managing a diverse workforce of acquisition professionals accountable for the design, production, fleet introduction, and life cycle management of Landing Craft programs including ACAT III Landing Craft, Utility (LCU) 1700, LCU 1610 Life Cycle, Landing Craft, Air Cushion (LCAC) Service Life Extension Plan (SLEP), LCAC E-SLEP (Extended SLEP), and LCAC Life Cycle, as well as transition efforts and life cycle management for Ship to Shore Connector (SSC).

Previous roles included the acquisition program manager for the LCAC SLEP , where she was responsible for the successful execution of total life cycle, technical, financial, and logistics planning and the development and implementation of program strategies; the business acquisition & milestone manager for the SSC program, where she served as the senior authority and advisor for all business acquisition matters including improving the effectiveness and efficiency of operations; a procuring contracting officer in the Naval Sea Systems Command Contract Directorate for various ACAT 1 programs where she negotiated and executed more than $7B in total obligations; and as an action officer for the Deputy Assistant Secretary of the Navy, Ships.

Ms. Bagford graduated from Duke University with a Bachelor of Science degree in Economics, Biology, and Markets & Management.  She also received a Master of Business Administration from George Washington University with concentrations in Organizational Behavior & Development and Strategic Management & Public Policy, as well as a Master of Public Administration from Indiana University.  Ms. Bagford is a member of the Defense Acquisition Corps and holds DAWIA Level III certifications in Program Management, Contracting, and Purchasing, as well as Level I in Logistics and Business Financial Management.

Professional achievement awards received during her federal service career include numerous Meritorious Unit Commendations from the Office of the Secretary of the Navy, the Defense Standardization Program Outstanding Performance Award, the DoN Acquisition Excellence Award for Competition Excellence Acquisition Team of the Year, the DoN Acquisition Excellence Small Business Team Award, and the 2020 Team Ships Propeller Award.
