LCDR Phil Mogilevsky is a native of New York City and was commissioned through the Officer Candidate School in Pensacola, FL in January 2002.  He completed the Basic Qualification Course at Naval Supply Corps School in September 2002.

From October 2002 through January 2006, he served on board USS WASP (LHD 1) as Disbursing Officer and Sales Officer, where he attained his Surface Warfare Supply Corps Officer qualification.  With the WASP-led Expeditionary Strike Group Two, he deployed from February to September 2004 in support of Operation Enduring Freedom and Operation Iraqi Freedom.

Upon conclusion of his initial sea tour, LCDR Mogilevsky was selected to a Supply Corps Internship in Operational Logistics with a Specialization in Transportation and was stationed at the Defense Distribution Depot Norfolk, VA (DDNV) from January 2006 through January 2008. He completed his Department Head tour as Supply Officer on board USS MAHAN (DDG 72), serving from May 2008 to November 2010 and earning the Battle Effectiveness Award for Logistics Management (“Blue E”) in 2008 and 2009.  With MAHAN, he deployed from September 2008 to April 2009 to U.S. Naval Forces Central Command.

From June 2013 through June 2016, LCDR Mogilevsky completed a joint duty assignment with the Military Surface Deployment & Distribution Command (MSDDC) as the Director of Operations of the 834th Transportation Battalion and as Deputy Commander of the Military Ocean Terminal Concord, CA (MOTCO). He served at Headquarters, Naval Supply Systems Command as Branch Head of the Performance and Analysis Division and the senior Operations Research Analyst from July 2016 to May 2019.

He currently serves as Executive Officer at the Naval Sea Logistics Center in Mechanicsburg, PA.

LCDR Mogilevsky holds a Bachelor of Arts in Economics and Russian Language from the University of Albany, New York, where he graduated Magna Cum Laude and Phi Beta Kappa and a Master of Science degree in Operations Research from the Naval Postgraduate School (NPS) in Monterey, CA.  At NPS, he was recognized for his outstanding thesis and won The Military Operations Research Society Stephen A. Tisdale Prize Award.

He has been awarded the Joint Service Commendation Medal, Navy Commendation Medal, Army Commendation Medal, and the Navy and Marine Corps Achievement Medal (Gold Star).

LCDR Mogilevsky is married to Christa Brown of Waterville, MN and they have three children.
