Mr. Coumes was commissioned through the Reserve Officer Training Corps program at Oregon State University in 1976 where he earned a Bachelor of Science Degree in Zoology. In 1989, he earned a Master of Science Degree in Mechanical Engineering at the Naval Postgraduate School. Mr. Coumes retired as a Navy Captain Engineering Duty Officer in Dec 2003. While on active duty, he held positions as the Chief Engineer USS Carl Vinson, CNSP N43 (Assistant Chief of Staff for Maintenance and Modernization) and as the Commanding Officer of Supervisor of Shipbuilding San Diego.
As a Navy civilian he served as the CNSP N43 Deputy and joined CNRMC in Jan 2011. Mr. Coumes served as CNRMC’s representative on the CNSP N43 TYCOM staff until Nov 2012. He acted as an advocate for west coast RMCs (San Diego, Pacific Northwest, Hawaii and Japan) providing assistance and oversight of RMC functions. He was also the Program Manager for NRMC’s IPTD Program.
From November 2012 to May 2017 Mr. Coumes was assigned to Southwest Regional Maintenance Center (SWRMC) as the Executive Director. Mr. Coumes assisted the Commanding Officer in the average annual execution of $1B contracted maintenance and modernization actions. He managed a mission budget of $200M annually and provided the leadership of 1000 civilians, 1000 sailors and 400 support contractors. SWRMC was awarded the CNRMC Excellence Award 2 years running during this period. Mr. Coumes’ efforts have been recognized with the Meritorious and Superior Civilian Service Awards.
Mr. Coumes is now the Executive Director of the Naples, Italy, based Forward Deployed Regional Maintenance Center since July 2017 and has detachments in Rota, Spain, and Manama, Bahrain.
