Capt. Robert D. Figgs, from Kaneohe, Hawaii, enlisted in the U.S. Navy immediately following high school graduation in 1984. After initial technical and basic submarine training he was assigned as a Navigation Electronics Technician aboard USS Grayling (SSN 646) based in Charleston, S.C., and then Vallejo, Calif.
He was commissioned through the Enlisted Commissioning Program in 1994, graduating from the University of California at Berkeley with a Bachelor of Science degree in Nuclear Engineering, Electrical Engineering and Computer Science.
His sea tours included assignments as Division Officer, USS Indianapolis (SSN 697), Engineer Officer, USS Buffalo (SSN 715), and Executive Officer, USS Maine (SSBN 741). He commanded USS Louisville (SSN 724) in Pearl Harbor, Hawaii, where his crew earned a Meritorious Unit Commendation for western pacific deployment.
His shore tours include staff duty assignment to Commander, Submarine Forces Pacific as a Command Center Watch Officer, Local Operations Officer (CTG 14.5) and Force Radiological Controls Officer. He served as Deputy Director for U.S. Strategic Command Special Activities Pacific (CTF 134) and Deputy Commander Submarine Squadron One, in Pearl Harbor, Hawaii. Most recently he served as the Assistant Chief of Staff and then Director for Training and Readiness (N7) on the staff of Commander U.S. Naval Forces Europe/Africa and U.S. Sixth Fleet, in Naples, Italy.
Figgs’ personal decorations include the Legion of Merit (two), the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal (five), the Navy Achievement Medal (two), and the Navy Good Conduct Medal (two).
