Ms. Linda O. Roberts is currently serving as the Team Ships Chief of Staff where she is the administrative leader for all Front Office Divisions, including Business/Financial Management, Corporate Operations, Workforce Management, Strategic Operations, Congressional and Public Affairs, Science and Technology, and provides supervisory responsibility for all Front Office Executive Assistants.
Ms. Roberts began her 29 year career with the U.S. Navy at the Naval Air Systems Command (NAVAIR) as a Public Affairs Officer (PAO) and Congressional liaison for the Cruise Missiles Project & Unmanned Aerial Vehicles Joint Project Office (PEO CU). When PEO CU moved to Patuxent River, MD, she moved to NAVSEA’s Public Affairs Branch and became Acting Branch Chief.
In 1998, Ms. Roberts transitioned to the AEGIS Direct Reporting Program Office (DRPM) and eventually became the Lead Business Financial Manager in the AEGIS Combat/Weapon System Technical Division (PMS 400B). There she managed RDT&E, O&MN and SCN budgets totaling up to $750M per year. The DRPM evolved into the Program Executive Office for Theater Surface Combatants and eventually into the PEO for Integrated Warfare Systems.
In 2005, Ms. Roberts transitioned to the NAVSEA Office of Corporate Communications as the Public Affairs Media Branch Chief to reestablish her Communications/PAO credentials before accepting an appointment to NAVSEA’s Commander’s Development Program (CDP) in 2006. In the CDP, she attended leadership development courses, Lean Six Sigma Black Belt training and worked on several rotational assignments. These assignments included projects at Pacific Fleet, SEA 05, SEA 10, AEGIS Ballistic Missile Defense and Senior Executive Service Talent Management.
After graduating from the CDP as Class XXIII Lead in 2009, she accepted a position at PEO Ships/SEA 21 as the Director of Workforce Management where she was the lead for Human Capital Strategy, Hiring and Employee Development.
In 2010, Ms. Roberts was offered a position as the first Principle Assistant Program Manager for Plans & Programs in PEO IWS 4.0. In 2012, she was chosen as the Deputy Major Program Manager in PEO IWS 4.0 where she was responsible for the cost, schedule and performance of all PEO IWS Foreign Military Sales (FMS) cases including AEGIS combat system procurement for Australia, Japan, Norway, South Korea and Spain. As the PEO IWS 4.0 DPM, she executed in excess of $400M per year in the program management office including personnel management, training, professional development and mentoring, disclosure policy development, budget planning and execution, technical direction, contracting, provision of support services, coordination among and between internal and external stakeholders and process improvement.
From 2015-2016, Ms. Roberts served as the Director of Policy and Competency on the staff of NAVSEA’s Command Information Officer managing NAVSEA’s first Cybersecurity Industry Day, the IT/Cyber Competency and training roadmap, program integration efforts and communications.
Ms. Roberts is a native of the Washington, D.C. metropolitan area and a 1985 graduate of George Mason University where she earned her bachelors of arts in English. She also received a Certificate in Public Leadership from The Brookings Institute in 2009. She received the Meritorious Civilian Service Award in 2015.
