Deputy for Weapons Safety, Naval Sea Systems Command

Mr. Dale W. Sisson, Jr., having been promoted to the Senior Executive Service in 2018, serves as the Executive Director of the Naval Ordnance Safety and Security Activity (NOSSA) and the Deputy for Weapons Safety, Naval Sea Systems Command (NAVSEASYSCOM). In this capacity, he provides executive and technical direction for all ordnance surety programs assigned to NOSSA and is the NAVSEASYSCOM Deputy Warranting Officer for Weapons Systems and Ordnance – Explosives Safety and Security. Mr. Sisson also serves as chairperson of the Department of the Navy’s Weapon System Explosives Safety Review Board, which provides system safety compliance of all Navy and Marine Corps munitions, ordnance items, weapons and combat systems prior to fielding to operating forces. Mr. Sisson co-chairs the Joint Weapon Safety Working Group which provides multi service reviews of joint munitions.

Mr. Sisson previously served as the Deputy Technical Director of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), a position he assumed in 2016. In this role, he led the planning and execution of Dahlgren’s technical mission of research, development, test, and evaluation (RDT&E) of Surface Naval warfighting systems. His responsibilities included directing a workforce of over 4,000 employees and overseeing annual operations of $1.5 billion.

Prior to his position as Deputy Technical Director, Mr. Sisson served as Head of the Electromagnetic & Sensor Systems Department at NSWCDD. In that role, Mr. Sisson was promoted to the executive ranks as a Senior Scientific Technical Manager (SSTM). He led a Department of more than 530 government personnel and was responsible for NSWCDD’s Research, Development, Test & Evaluation efforts in the areas of Electronic Warfare, Radars & Sensors, Electromagnetic Environmental Effects, Directed Energy, and Chemical, Biological, & Radiological Defense. Mr. Sisson also served as the Dahlgren Division Champion for Test & Evaluation.

A native and resident of King George, Va., Mr. Sisson is a strong believer in serving his community. He is Chairman of the King George Family YMCA Board of Directors, a member of the Rappahannock Area YMCA Board of Directors, and a Sunday School teacher. For three terms, Mr. Sisson held elected office as a member of the King George County Board of Supervisors; he is a prior member and past Chairman of the George Washington Regional Commission Board of Directors; and a prior member of the Board of Directors of the Fredericksburg Regional Military Affairs Council.

Mr. Sisson was awarded the Department of the Navy’s Superior Civilian Service medal in May 2015. His career highlights include 21 years of experience at NSWCDD in various technical and organizational leadership roles; all preceded by 5 years in industry as both a manufacturing engineer and product designer. He holds a B.S. in Mechanical Engineering and M.S. in Systems Engineering (both from Virginia Tech), is a graduate of the Federal Executive Institute, and has been a Licensed Professional Engineer in the Commonwealth of Virginia since 1998.
