Program Summary
NAVSEA 21, the Deputy Commander for Surface Warfare, manages the complete
lifecycle support for all non-nuclear surface ships and is the principal
interface with the Surface Warfare Enterprise. The directorate is responsible
for the maintenance and modernization of non-nuclear surface ships currently
operating in the Fleet. Through planned modernization and upgrade programs, SEA
21 will equip today's surface ships with the latest technologies and systems to
keep them in the Fleet through their service lives. Additionally, SEA 21
oversees the ship inactivation process, including ship transfers or sales to
friendly foreign navies, inactivation and/or disposal.
The directorate is
organized into five program offices:
1.
PMS 400F is SEA 21’s in-service Surface Combatants Program Office, and is
responsible for the life cycle support and modernization of all non-nuclear
surface combatants, including CG 47s, DDG 51s, FFG 7s, LCS and, once
commissioned, DDG 1000.
2.
PMS 470 is the Mine, Amphibious, Auxiliary and Command (MAAC) Ships Program
Office within SEA 21. The program office is currently managing mid-life
modernization and sustainment programs on LSD 41, LSD 49, LHD 1 class ships, as
well as upgrade programs on MCM class mine countermeasure ships, PC class
coastal patrol ships and LPD 17 class ships.

PMS 333, the Navy’s Inactive Ships Program, manages the inactivation and
disposal of U.S. Navy conventionally powered ships and craft.
4.
PMS 326, the International Fleet Support Office, PMS 326, International
Fleet Support Program Office, provides support and follow-on technical
assistance to foreign navies and coast guards. The program office provides the
necessary oversight to ensure the effective and efficient execution of all Navy
and Coast Guard surface ship foreign military sales (FMS).
5. SEA 21A,
the Surface Ship Readiness Office, was established to specifically addresses
both near-term material readiness challenges in direct support of the Class
Squadron (CLASSRON) organization and manages the long-term lifecycle management
efforts of the surface Navy through the alignment of existing logistics,
technical and fleet introduction functions, oversight of multi-ship,
multi-option (MSMO) contracts, management the Surface Ship Life Cycle Management
(SSLCM) Activity.
As a NAVSEA directorate, SEA 21 reports to the
