The type of work that comprises ship repair, and the
conditions under which it is performed, requires
NAVSEA to contract only with pre-qualified ship repair companies that are fully
capable of conducting all aspects of shipboard work. A two-tier vessel repair
certification process ensures the Navy receives a satisfactory repair effort and
promotes an active, competitive private sector industrial base to repair Navy
vessels.
