On October 1, 1993, President Clinton signed Executive Order 12871: Labor-Management Partnerships. The Order established a National Labor-Management Partnership Council and called for the creation of partnerships at the Department of Navy level as well as the local activity level. Both the President and the Secretary of Navy recognized that the full involvement of employees and their labor representatives is essential before we can "Re-invent Government".
The Norfolk Naval Shipyard Partnership Council recognizes and supports the policy set forth in Executive Order 12871, and we expect the same recognition and support from other managers, supervisors and labor representatives.
One of our major goals is to identify problems at the Norfolk Naval Shipyard and craft solutions to better serve the needs of our customers and the shipyard. we have adopted the following Partnership Principles, and as the shipyard senior managers and labors we will :
- Treat the union and management Partnership seriously
- Increase the Partners' knowledge of shipyard operations
- Share information between Partners with open and honest communications
- Be positive. Work from facts instead of opinions. Provide input and be part of the solution
- Consider all sides of an issue and accept consensus as a way of making decisions
- Accept responsibility and be held accountable for decisions made in Partnership, as we become allies for change
- Be cost conscious and focus our energies on productivity
- To this end, we will make NNSY the shipyard of choice for our customers and the employer of choice for our employees
