The Commander, Naval Undersea Warfare Center Division, Newport has appointed a Competition Advocate who is responsible for:
- promoting the acquisition of commercial items
- promoting full and open competition, challenging requirements that are not stated in terms of functions to be performed, performance required or essential physical characteristics, and
- challenging barriers to the acquisition of commercial items and full and open competition, such as unnecessarily restrictive statements of work, unnecessarily detailed specification, and unnecessarily burdensome contract clauses.

The Commercial Acquisition Department employs a Cost/Price Analyst to maintain close liaison with Defense Contract Audit Agency offices and to advise Contracting Officers on matters of pricing.

In order to promote more rapid and accurate cost realism evaluations of contract offers, offerers are encouraged to provide a summary of their paper cost proposals on magnetic media using the NUWC Division Newport
Cost Analysis Spreadsheet. It is available in Mircrosoft EXCEL format. See
Section L of service solicitations. You may include a diskette with any paper proposal for which you are providing costing data.

The Division Commander has appointed a Small Business Advocate to advise small business relative to possible contracting opportunities at the Division. The advocate also advises Contracting Officers relative to potential small business sources for new contractual requirements. It is the objective of the Small Business Advocacy Program to seek out small businesses with the necessary qualifications and to match them to appropriate Division contracting opportunities. It is a "win/win" situation when we are able to obtain the best technology or services available at the best cost utilizing the maximum number of small businesses.
In FY2009, 45% of the total dollars obligated by the Division, were directed to small businesses, small disadvantaged businesses, and to woman owned businesses.
