The Naval Undersea Warfare Center (NUWC) Newport continues to work with its contractors and the Naval Sea Systems Command (NAVSEA) to process contract actions as quickly as possible to prevent the interruption of supplies and services to the Navy, while still ensuring proper program management, contract administration and oversight.
Over the past week, NUWC Newport and NAVSEA have worked together to issue 20 priority contract actions, with an additional four contract actions in the approval phase. Additionally, NUWC Newport and NAVSEA are developing a plan to re-instate delegated contracting authority by addressing issues identified in the Special Review Team report submitted to Commander, NAVSEA.
In an effort to enhance communication between NUWC Newport and contractors, NUWC Newport’s Technical Director, Paul Lefebvre, provided an update on the temporary contracting review and approval processes to approximately 20 representatives from Southeastern New England-area defense contractors on Monday, May 2. During the meeting, contractors were reminded to notify NUWC Newport contracting officials in writing, in accordance with their contract, whenever they have reason to believe that the costs the contractor expects to incur within the next 60 days, when added to the costs previously incurred, will exceed 75% of funds obligated against its contract. It is extremely important for contractors to notify NUWC Newport accordingly, - to avoid interruption of supplies and services to the Navy and unnecessary disruption to contract performance. In addition, contractors were instructed that the government cannot direct them to work “at-risk” when funds on a contract have been completely expended.
NUWC Newport will utilize its “Contracts” page on its website (www.navsea.navy.mil/nuwc/newport) to keep its contractor corps informed. In addition, NUWC contracting officials continue to call contractors to verify the status of funding and to avoid future disruption due to contract funding shortfalls.

Although the Naval Sea Systems Command
(NAVSEA) suspended NUWC Newport’s contracting authority last Friday, NUWC
Newport’s contracting office remains operational with final review and approval
coming from NAVSEA Headquarters. NUWC Newport is working with NAVSEA to make the
added oversight and review of contracting actions as expeditious as possible,
while ensuring adherence to proper program management and contact
administration. Lack of proper notification not only places company employees at
risk, it also disrupts other contracting actions when resources must be diverted
to emergent, unplanned issues.

Both NUWC Newport and NAVSEA are working to
prevent the interruption of supplies and services to the Navy and unnecessary
disruption to contractors. This requires communication between both the
government officials and its contractors. NUWC Newport contracting officials are
in the process of contacting area defense contractors to verify the status of
funding and to develop a prioritized list to avoid future disruption to the Navy
due to contract funding shortfalls.
