Gerald M. Richards
Deputy Division Technical Director
Mr. Gerald (Jerry) Richards is the Deputy Division Technical Director (DDTD) of the Naval Undersea
Warfare Center Division (NUWC), Keyport. Mr. Richards serves as the principal deputy for the
Division Technical Director (DTD) in all aspects of Command operations. He is responsible for the
direction, leadership and supervision of Command support elements including the Director of
Strategic Planning, Continuous Process Improvement, and Command Staff. Mr. Richards leads the
development of strategic and business plans, ensuring business planning accounts for site-specific
business base/work, revenues/costs, overhead/indirect services, MILCON, people (skills), and investments.
Mr. Richards began his government career as an engineer in Keyport’s In-service Engineering Department,
where he managed in-service engineering support efforts for Poseidon and Trident Submarine Sonar
Programs and those for Submarine Trainers as well. Early in his career he served on-site at NUWC Division,
Newport, RI, where he carried out his responsibilities as the On-Site Representative for the TRIDENT
Submarine Sonar Program. In this capacity he was responsible for production acceptance testing of sonar
systems to be installed on new construction TRIDENT Submarines. He also served on-site in Washington, DC,
at the Program Executive Office for Submarines where he was responsible for Program Management and
Acquisition of submarine sonar systems and sonar trainers. His last assignment within Keyport’s In-Service
Engineering Department was as Head of the Support Systems Division which per-formed logistics support,
obsolescence management, and depot maintenance for in-service shipboard combat systems.
In 1998, Mr. Richards became the Head of the Systems Confidence Division within the Systems Acceptance and Operational
Readiness Department. He was responsible for managing the Production Acceptance Test Program for Undersea Weapons and
Vehicles, verifying their performance and quality. From 2002 to 2004 he served as the Head of the Systems Acceptance
and Operational Readiness Department and as a member of the Board of Directors at NUWC Division, Keyport. In this
capacity he was responsible for managing all aspects of Keyport’s Test and Evaluation efforts and for the operation of
critical test and evaluation facilities including the Pacific Northwest Range Complex and facilities in Southern California,
Hawaii, and Guam. Mr. Richards served as the NUWC Keyport’s Technical Operations Manager 2004-2008 responsible for
operations within the Division, in support of NUWC and Naval Sea Systems Command tasking and assignments.
Mr. Richards is a Washington State and Kitsap County native. He holds a Bachelor of Science degree in Mathematics
from the University of Washington and a Masters in Public Administration degree from Indiana University. He is a
member of the Department of the Navy Defense Acquisition Community and is certified Level III in Test and Evaluation.
