Dual Use/CRADAs:
at the Naval Surface Warfare Center Panama City is chartered under the Stevenson-Wydler Technology Innovation Act of 1980, and its amendments, for the express purpose of transferring federally owned technologies and facilities to state and local government, educational institutions, and private industry.
DOD Technology Transfer Programs
The Department of Defense has established policy for its Domestic Technology Transfer Program. It is DOD policy that these programs, including spin-off, dual-use, and spin-on activities, make the best possible use of national scientific and technical capabilities to enhance the effectiveness of DOD forces and systems. The increased emphasis to dual-use technology development, and spin-on from the private sector is consistent with current DOD acquisition reform in which affordability is a key consideration in weapon system acquisition and sustainment.
Partnership Mechanisms
The ORTA manager has a variety of legal mechanisms in the formation of partnerships. The Cooperative Research and Development Agreement (CRADA) is the primary vehicle that is used by NSWC Panama City to expand research and development capabilities, and to transfer technology developed jointly or privately to enhance both defense capabilities. Other mechanisms include contracts, cooperative agreements, educational partnerships, exchange of personnel, exchange of technical data, grants, partnerships with universities, patenting, patent license agreements, presentation of technical papers, technical assistance, and testing service agreements.
