Purpose
To implement a procurement strategy to increase awareness of contracting opportunities for Indiana companies, particularly those within the Crane Regional Economic Development Organization (CREDO) area.

Background
Naval Surface Warfare Center (NSWC), Crane Division in support of the fleet, contracts millions of dollars each year for supplies and services with American companies. The Federal Acquisition Streamlining Act (FASA) of October 1994 created legislation, Federal Regulations, and ultimately Navy policy that allows purchases within the $25,000 threshold to be placed with "local" (Indiana) based companies. It has been determined that many of Crane's requirements can be satisfied by contracting with companies in Indiana and, specifically, those companies that fall within the CREDO area.

Policy
NSWC Crane strongly encourages that the CREDO area and Indiana companies be solicited first for requirements that fall within the $25,000 threshold, including Micro Purchases of $2,500 or less, when it is determined to be in the best interest of the Government, and the price is determined to be fair and reasonable.
