OCT07-04: Johnson Relieves Hilarides as Program Executive Officer for Submarines

WASHINGTON ─ Rear Adm. David C. Johnson relieved Rear Adm. William H. Hilarides as program executive officer for submarines (PEO Submarines) during an Oct. 1 ceremony at the Washington Navy Yard in Washington, D.C.
The Honorable Sean J. Stackley, assistant secretary of the Navy, Research, Development, and Acquisition, gave the ceremony’s keynote address.
"Rear Adm. Hilarides set a course for the Navy that will ensure our undersea dominance for the next half century," said Stackley.
Hilarides became PEO Submarines in July 2005. Since then he has managed the design, contracting, construction, testing, and delivery of the Virginia class submarine program, the start up of the Ohio class replacement program, and the implementation of the Submarine Warfare Federated Tactical System (SWFTS), a streamlined hardware and software modernization model for submarines, among other accomplishments.
"This year, and every year for the last four, the combat, sonar, and imaging teams delivered a technology refresh to about a quarter of the U.S. submarine fleet, improving capabilities while avoiding obsolescence and maintenance costs, incorporating new sensors and supporting world class trainers that are the envy of the Fleet," Hilarides said of the SWFTS program he oversaw." All this was accomplished on schedule to support critical deployments around the world, for a cost that is roughly a third of what we used to spend to modernize every 10-15 years."
In addition to serving as the sixth program executive officer for submarines, Hilarides also served as the commanding officer of USS Key West (SSN 722) before becoming an acquisition professional in 2002. Following this transition, Hilarides served as director, Advanced Submarine Research and Development (SEA93R) and the program manager of the SSGN Program (PMS 398).
Johnson thanked Hilarides for his years of service as PEO Submarines and his mentorship. Hilarides will next serve as the special assistant to the deputy chief of naval operations for Information Dominance (N2/N6).
"We are about acquisition excellence - all aspects - cost, schedule, technical and doing the right thing every day," said Johnson. "It is our mark, what others expect and most importantly, what we must do if we are to continue delivering to [Commander, Submarine Forces] Vice Adm. [John] Donnelly and our submarine force the undersea overmatch that keeps us well ahead of others."
Rear Adm. Johnson most recently served as the deputy commander for Undersea Technology (NAVSEA 073) and deputy PEO Submarines for Ohio Class SSBN replacement (PEO SUB-OR). Other assignments include assistant program manager for USS Jimmy Carter (SSN 23); Virginia class program manager (PMS 450); and commander, Naval Undersea Warfare Center (NUWC).
