NOV13-05:  SSLCM Activity Reaches Major Milestone in First Six Months

WASHINGTON ― In the first six months since standing up, Naval Sea Systems Command (NAVSEA) new Surface Ship Life Cycle Management (SSLCM) Activity has made significant progress in its mission to centralize lifecycle management efforts of the Navy's non-nuclear surface ships.
 
"By the end of October, SSLCM Activity has delivered three initial DDG 51 Baseline Availability Work Packages (BAWPs), all of which have been successfully downloaded into the Regional Maintenance Automated Information System (RMAIS)," said Capt. David Gale, SEA 21 deputy commander. "This significant product delivery completes the essential link between availability planning and execution process."
 
The BAWPs were generated using a computer database called Maintenance and Ship Work Planning (M&SWP) hosted by the Submarine Maintenance Engineering Planning and Procurement Activity. This application is also being used by the Carrier Planning Activity and for the first time, all three warfare enterprises and their associated maintenance planning activities are using a common application to manage work package development. Work items generated by M&SWP are uploaded into RMAIS for the ship's port engineers to manage and execute. Fleet representatives can access these files and integrate them with the work already scheduled by the ship's crew.
 
Successful delivery or "upload" of these BAWPs, are the first tangible indication of SSLCM Activity's progress since establishment. Influencing and integrating the necessary maintenance, repairs, and modernization of the surface Fleet before availability allows for better planning and increased cost efficiency; thus providing long-term value for surface ship life cycle sustainment efforts.
 
Even in its relative infancy, SSLCM Activity's efforts are improving the communication between NAVSEA and Fleet operators regarding ship maintenance and modernization. 
 
As a new field activity of SEA 21, SSLCM Activity aims to maximize the material readiness of the current fleet by maintaining, monitoring and refining Integrated Class Maintenance Plans (ICMPs), developing life cycle support to address system upgrades, streamlining existing communication and maintenance strategies, and fully implementing the Integrated Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process.

SSLCM Activity will continue to work with the U.S. Fleet Forces Command, Surface Warfare Enterprise, Board of Inspection and Survey, and other NAVSEA and Navy offices to carry out their goal to effectively implement a total of 29 DDG-51 BAWP downloads prior to surface ship availabilities in 2012.
 
SEA 21 manages the complete lifecycle support for all non-nuclear surface ships and is the principal interface with the Surface Warfare Enterprise. The directorate is responsible for the maintenance and modernization of non-nuclear surface ships currently operating in the Fleet. Through planned modernization and upgrade programs, SEA 21 will equip today's surface ships with the latest technologies and systems to keep them in the Fleet through their service lives.

Program Executive Office (PEO) Ships, an affiliated PEO of NAVSEA, manages acquisition and complete life-cycle support for all U.S. Navy non-nuclear surface ships. These ships range from frontline combatants to amphibious ships that transport Marines and their equipment to supply and replenishment cargo ships. For these and all other non-nuclear surface craft, PEO Ships maintains "cradle to grave" responsibility including research, development, acquisition, systems integration, construction and lifetime support.
