WASHINGTON. - Rear Adm. Joseph A. Horn Jr. assumed command of Program Executive Office Integrated Warfare Systems (PEO IWS) from Vice Adm. (sel.) James D. Syring during a change of command ceremony at the Washington Navy Yard, Nov. 5.
Assistant Secretary of the Navy for Research, Development and Acquisition Sean Stackley was the keynote speaker at the event. He welcomed Horn to PEO IWS and cited Horn's 32 years of Navy experience and leadership, most recently with the Missile Defense Agency. Stackley also thanked Syring for his many accomplishments as PEO IWS, including Aegis wholeness and a record of superior, reliable, affordable performance that led to his selection as MDA director.
"When you consider the challenges ahead in air and missile defense, defense of Japan, defense of Europe, defense of the homeland, defense of the battle group, the Navy could not be more fortunate than to have the leadership team in place that we have here today," Stackley said.
Horn most recently served as the program executive for Aegis Ballistic Missile Defense and commander, Navy Air and Missile Defense Command in Dahlgren, Va. He previously served on the Joint Staff and the staffs of Joint Forces Command, U.S. Fleet Forces Command and the Office of the Chief of Naval Operations, and as MDA deputy director.
"I am both honored and excited at this assignment," Horn said. "IWS' reputation for delivering the tools necessary to allow the fleet to deter hostilities when deployed is sterling. Your fleet-focused, customer-driven organization provides a model of system engineering excellence."
Syring reported as program executive officer for IWS in 2010. He recognized the accomplishments of his major program managers and staffs, producing superior products for the warfighter.
"Many accomplishments mean great people," Syring said. "I'm very proud of what PEO IWS has enjoyed and will always be thankful for the opportunity to lead this organization."
Following the change of command, Syring will report as director, Missile Defense Agency.
PEO IWS is responsible for acquiring, developing, delivering and sustaining integrated weapons systems for ships, submarines, carriers and aircraft within the fleet and joint force.
