Naval Surface Warfare Center Philadelphia Command Stands Up

By NSWC Philadelphia Division Public Affairs

PHILADELPHIA -- The new Naval Surface Warfare Center (NSWC) Philadelphia Division stood up as a separate echelon four division within NSWC, Oct. 1. NSWC Philadelphia Division, formerly known as Naval Ship Systems Engineering Station (NAVSSES), was an echelon five command within NSWC Carderock Division.

"If we take a look back and view how much was accomplished over the past year, I think it's unprecedented," said Navy Capt. Walter Coppeans, III, NSWC Philadelphia Division commanding officer.  "Keeping the day-to-day operations running while undergoing a large amount of organizational change in a relatively short time period is a testament to everyone's skills, hard work and dedication. Philadelphia Division and Carderock Division will always work together collaborating to support the fleet now and in the future."

NSWC Carderock Division will continue to focus on full spectrum ship design support for the Navy and NSWC Philadelphia Division will continue to focus on full spectrum machinery systems support, with new emphasis on commonality and cyber security. NSWC Philadelphia Division employs approximately 1,745 civilian engineers, scientists, technicians and support personnel and has more than 100 laboratories and test sites.

"For more than 23 years, our men and women from Carderock and Philadelphia, both past and present, have proudly worked together, side-by-side," said Dr. Tim Arcano, NSWC Carderock Division Technical Director (TD). "As NSWC Philadelphia Division sets sail on a new journey as an Echelon four command, we will continue to work together in building and sustaining the world's greatest Navy." Arcano will also continue to serve as the NSWC Philadelphia Division TD until a permanent TD is named.

NSWC is currently comprised of eight echelon-four divisions: Carderock, Corona, Crane, Dahlgren, Indian Head Explosive Ordnance Disposal Technology, Panama City, Philadelphia and Port Hueneme, as well as one echelon-five command: Combat Direction Systems Activity (part of Dahlgren).  NSWC's sister command, Naval Undersea Warfare Center (NUWC), is comprised of two echelon-four divisions, Newport and Keyport, as well as one echelon-five command, Naval Sea Logistics Center (NSLC) (part of Keyport). Overall, the NAVSEA Warfare Centers represent approximately 30 percent of the Navy's engineering and scientific expertise and provide "full spectrum" technical advice and solutions to Navy program offices across multiple portfolios and in multiple warfare areas.
