NSWC Crane Command Information Officer Awarded Civilian Service Achievement Medal

Bill Carter, NSWC Crane’s Command Information Officer, was recently named a recipient of the Civilian Service Achievement Medal (CSAM) for his efforts to rapidly provide telework capability to the nearly five-thousand personnel supporting Naval Surface Warfare Center, Crane Division (NSWC Crane).

This award is the fifth highest honor a Navy civilian can receive and is awarded to individuals recognized for sustained performance or a specific achievement of a superlative nature.

Carter began his career at Crane in 2016 as the Chief Strategist in the Information Technology (IT) Division, bringing military experience from the Department of the Army as well as private industry knowledge to his role. He was selected as Crane’s Command Information Officer and IT Division Manager in 2019. In this position, he is responsible for equipping the NSWC Crane workforce with the IT necessary to support the Navy’s mission. Carter is responsible for leading a division that builds, secures, and maintains IT infrastructure to support Crane’s engineering, research, development, and business functions.

COVID-19 forced mass remote work in early 2020 and put increased pressure and expectations to leverage IT and support the nearly 100 percent telework of Crane’s workforce. Carter has not only succeeded in delivering IT services to support this new mode of operation, but also has continued to deliver these new capabilities for Crane’s workforce.

His award citation reads, “In a relatively short time, NSWC Crane has benefited from a digital transformation that Mr. Carter has executed in the face of countless challenges to include a global pandemic that has tested his Information Technology Division like no one could imagine. With his unwavering commitment and dedication to the warfighter, he exemplifies the Navy values of Honor, Courage, and Commitment and is most deserving of the Department of Navy Civilian Service Achievement Medal.”
