A native of Columbus, Ga., Mr. Batten received his BS in mechanical engineering from the University of Central Florida in 1985. He is a member of the Acquisition Professional Community and is DAWIA level III certified in both "Systems Planning, Research, Development and Engineering – Systems Engineering" and "Quality Assurance and Test." He has 32 years of service with the U.S. Navy, beginning with the Naval Sea Systems Command (NAVSEA) Technical Directorate. Mr. Batten served in the NAVSEA Gas Turbine Combatant Ship Acquisition Program/Project Manager (SHAPM) until transferring to the Supervisor of Shipbuilding (SUPSHIP) Pascagoula in 1987 as the LCAC project engineer. When all LCAC contracts were transferred to SUPSHIP New Orleans, Mr. Batten also transferred as deputy resident, Gulfport. Since that time he has served as assistant chief engineer, LPD 17 project manager, LPD 17 program office test director and quality assurance officer SUPSHIP Gulf Coast. Currently he is the Deputy Supervisor Gulf Coast, which has more than 400 civilian and military personnel and is responsible for the administration of 6 ACAT 1 programs in three states.
