ELECTRONICS TECHNICIAN MASTER CHIEF J. SCOTT, USN FULTON

Senior Enlisted Leader, Forward Deployed Regional Maintenance Center

A third-generation Navy Sailor, Master Chief Scott Fulton was born in Lynchburg, Va. and hails from Newport News, Va. He graduated from Rustburg High School in May 1996 and enlisted in the Navy on August 29. He attended Technical Core School and Electronics Technician ‘A’ School at Naval Training Command, Great Lakes, Ill. and transferred to his first ship USS Kiska (AE 35) upon graduation.

He was selected for advancement to Chief Petty Officer in 2011, Senior Chief in 2014 and Master Chief in 2017. He is a graduate of the Senior Enlisted Academy (Class 207). He earned his Bachelor of Science degree in Technology and Management from Excelsior College in 2015 and a Master of Science in Project Management through Embry-Riddle Aeronautical University in 2021.  

His assignments include USS Kiska (AE 35); NATO Commander, Allied Submarines South in Naples, Italy; Center for Surface Combat Systems in Norfolk, Va.; two tours at Ship Repair Facility (SRF-JRMC) in Yokosuka, Japan; USS Vella Gulf (CG 72); and USS Ronald Reagan (CVN 76). In December 2018, he assumed current duties as the Senior Enlisted Leader at Forward Deployed Regional Maintenance Center in Naples, Italy. 

Master Chief Fulton’s personal awards include two selections as Sailor of the Year, the Joint Forces Commendation Medal, Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards) and the Good Conduct Medal (six awards).  He has qualified as Enlisted Surface Warfare Specialist, Enlisted Aviation Warfare Specialist, Enlisted Information Warfare Specialist and Master Training Specialist. Major watch station qualifications include Combat Systems Coordinator (CSC), Ballistic Missile Defense Officer (BMDO), and Anti-Terrorism Tactical Watch Officer (ATTWO). Significant responsibilities during his career include two tours providing Fleet Technical Assistance from SRF-JRMC, Maintenance Material Management Coordinator (3MC) aboard USS Vella Gulf and Combat Systems Maintenance Manager (CSMM) aboard USS Ronald Reagan.  

Master Chief Fulton’s family has served in the Navy during every major conflict since WWII. Most notably was Homer Fulton who was a Seaman aboard USS Oberrender (DE-344) during the Battle of Okinawa. He was thrown overboard by the blast when the ship was hit and permanently disabled by a kamikaze attack.  Homer swam to safety and was rescued by another ship in the battle group. He went on to serve in the Navy throughout the Korean War before separating as a Petty Officer and returning to Virginia.
