  • To support you and the everyday hurdles you may face, the DONCEAP provides a comprehensive suite of civilian employee assistance and work/life benefits.
  • The DONCEAP office at JBPPH is located at Building 1 on the 2nd floor in Room 23B. The local DONCEAP field consultant is Dayle Lee-Roche a licensed Marriage and Family Therapist with over 10 years of experience.
  • Services are voluntary, confidential, and are offered to you and your family members as a FREE benefit from the Department of the Navy.  Examples of services available include: confidential, short-term counseling (family/relationship issues, emotional/mental health, work-related issues, etc.), supervisor/management consultations, and leadership development. Additional resources and referrals (parenting/childcare, caring for aging parents/grandparents, financial/legal issues) are available through Work/Life.

  • The Military and Family Support Center provides unified, customer-focused programs, classes, and services to support our JBPHH community including active duty, reserve, retired personnel, family members and DoD employees (as applicable)

  • The Hawaii State Department of Health provides a 24-hour, 7-days-a-week crisis hotline to all persons, military and civilian. A team of trained and experienced professionals is available to provide help for you or a family member in times of mental health crisis. Suicide/crisis assessment, information on community resources, and access to other crisis services are available.

  • Minister to active duty, retired personnel, family members and civilians. Chaplains offer initial counselling for alcoholism, drugs, family, pre-martial or marital problems, moral issues, conscientious objector status, work-related issues, and other areas of concern. Chaplains cannot share information with anyone without your permission, you have total confidentiality.

  • Contact the HRO Injury Compensation Program Administrators at if you have received medical treatment for injuries sustained at work. HRO Hawaii offers Federal Employees' Workers' Compensation Program to assist civilians with injuries sustained during the performance of their work or on the job.
