Site Review Assistance

 
The Certification Manual provides specific requirements for 2M/MTR Site Reviews. The 2M/MTR Site Certifications are good for 18 months, and can be extended up to 24 months through the TYCOM. Site Reviews may be scheduled prior to deployment, or if workstations are relocated.

Site reviews serve many purposes. It verifies the command has all the required equipment, tools, materials and the command is properly manned with the appropriate certified technicians. The inspector also will measure the overall effectiveness of your 2M/MTR program. During the Site Review or upon request we will provide training to maintenance technicians, supply personnel and EMO/CSO concerning the progressive repair of Circuit Card Assemblies (CCA) and Electronic Modules (EMs) and 2M/MTR operation of equipment.

After the Site Review an outbrief will be conducted with the Commanding Officer and all concerned.

How To Prepare For 2M/MTR Site Review:

Prior to Site Review:

  1. Review the Certification Manual Appendix F for items required for a 2M station. It can be found under the Reference Instructions folder on the MTR Test Routines DVD ROM 6428101DVD that is issued quarterly by NUWC. You may use our website's Search For Tools section to assist you in performing the Appendix F inventory.
  2. Review the MTR Check List for MTR station hardware and software requirements. It can be found on the MTR Test Routines DVD ROM 6428101DVD under the Reference Instructions folder. You may use our website's Search For Tools section to assist you in performing the MTR Check List inventory.
  3. After conducting an inventory of 2M and MTR hardware and software requirements, contact 2M/MTR Inspections if any items are worn or damaged. The 2M Fleet Coordinator maintains 2M assets from decommissioned ships for redistribution to the fleet. Any additional items that cannot provide should be placed on order. PACE Corp items can be open purchased from BLACK & CO, (800) 892-5225, via GSA contract GS-20F-6015H.
  4. Perform an operational check of all equipment, including handpieces. If unable to repair any faulty equipment, contact 2M/MTR Inspections prior to Site Review for assistance in repair.
  5. Ensure the command has the required technicians (see below for details). If 2M Technician Recertification is required, contact 2M/MTR Inspections for dates.
  6. Ensure MTRTS data is being submitted to NUWC. To submit MTRTS data, run MTRTS program and select Backup Database from the File Menu. The backup creates a zip file which is named with your commands UIC followed by mtr.zzz. For example, USS Enterprise’s backup file would be 03365mtr.zzz. Backup the data to a floppy disk then submit the file to NUWC. For email address see Points of Contact section. Assistance in entering data in the MTRTS can be found in your MTRTS Users Guide located on the latest MTR Test Routine DVD in the References folder.

During Site Review the Inspector will:

  1. Schedule an inbrief with the EMO/CSO, primary 2M/MTR technicians, and all personnel concerned.
  2. Check PMS documentation for accuracy and completeness. Applicable MIPS include 6652/005 (PRC-2000) and 4911/003 (AN/USM-674).
  3. Acquire the last 12 months DLR Carcass Tracking Report (Completed Shipments) from Supply one week prior to the site review. This data will be used in conjunction with the MTRTS Report to evaluate the ship's overall Progressive Repair Program.
  4. Review EDVR Sections 6 & 8 for the entire command. The most current 2M NEC's are as follows:

    9526 (2M Micro Tech)

    9527 (2M Mini Tech)

    1591 (Micro Tech/MTR Tech)

    Each 2M and MTR Station is required to have at least one technician assigned with the same level of certification,  i.e. two Micro Techs for two 2M Micro Stations, one Mini Tech for one 2M Mini Station, and one MTR Tech for an AN/USM-674 MTR Station. The techs  must have current certifications that extend at least 6 months beyond Site Review date. One 2M Tech with MTR training may be assigned to both a 2M station and MTR Station.
  5. The inspector will review the Command 2M Instruction or the SORM. A SORM or Command 2M Instruction is currently not required but highly recommended. If your command does not have a 2M Instruction, use our Generic Command Instruction to assist in composing one.
  6. Review your commands COSAL/COSBAL and verify that all associated APLs for your command's configuration are available. If there is an APL missing, have a CK submitted to add the missing APL prior to the site review.
  7. Ensure Compound Pressure/Vacuum Gage and any applicable test equipment calibration is current.
  8. Ensure minimum space requirements are met IAW the Standard Maintenance Practices 2M Technical Manual, which can be found on the MTR Test Routines DVD ROM 6428101DVD, under the Reference Instructions folder. Some items considered are ventilation, lighting, 115VAC outlets, and work station dimensions.
  9. Ensure each 2M and/or MTR bench is configured with an operational ESD (Electrostatic Discharge) Constant Monitor Station, model 3M 724, and verifying that ESD safe procedures are being practiced, i.e. storing/transporting CCA/EMs in ESD bags, ESD Caution Signs posted, etc. ESD Control procedures are detailed in the Standard Maintenance Practices Technical Manual. ESD training is available by downloading Power Point presentation of ESD Control in zip format. This file is 10 megs large and requires a good internet connection.
  10. Conduct Progressive Repair Training for 2M/MTR technicians, Supply personnel and COC. Conduct additional 2M/MTR training as required or requested by the command.
  11. Assess the overall effectiveness of the command's 2M/MTR Repair Program by comparing MTRTS data with the DLR Carcass History Report. The command should screen and attempt repair of all failed CCA/EMs.
  12. Schedule an outbrief with the Commanding Officer and all personnel concerned, after completion of the Site Review.

After Site Review, the Inspector will:

  1. Process Site Review Report and Certificates for mailing to command.
  2. Follow up on any open action items from the review.
  3. Be available for any additional assistance.
