About AEGIS Technical Representative

AEGIS is the name identified with the weapon system, combat system and ships which have modernized and strengthened our surface Navy to defeat potential threats for the last four decades and for many years to come.

The word "aegis" comes to use from classical mythology.  Aegis is the name of the shield of the sky god and war goddess of the ancient Greeks and Romans: Zeus and Athena (Gr.); Jupiter and Minerva (Rom.), from which the expression "under the aegis of" meaning "under the protection of" is derived.

Rear Admiral R. Meinig Jr. Integrated Air and Missile Defense Engineering Center

Built as part of a Military Construction expansion in 2015, the Rear Admiral R. Meinig Jr. Integrated Air and Missile Defense Engineering Center houses the Navy's newest AEGIS Combat Systems Baselines.

In the myth of the aegis, the Greek god of fire and smith craft, Hephaestus (whose Roman counterpart is Vulcan), forged a metal shield or breastplate for Zeus and covered it with the hide of a goat, Amalthea, that had nursed the infant Zeus.  The shield was trimmed with gold tassels, which were sometimes portrayed as four snakes representing fear, flight, force and pursuit.  The aegis is also often seen in the possession of Athena.

AEGIS Technical Representative (AEGIS TECHREP), activated on 30 December 1969, is a Echelon Three Field Activity of Commander, Naval Sea Systems Command (NAVSEA) administratively reporting to the Program Executive Officer for Integrated Warfare Systems (PEO IWS) in Washington, DC.

AEGIS TECHREP is located at the Lockheed Martin Rotary & Mission Systems (LM RMS) main plant in Moorestown, NJ, with field offices located at the Raytheon Company’s plants in Marlborough, MA and Andover, MA; Bath Iron Works shipyard in Bath, ME and Huntington Ingalls International shipyard in Pascagoula, MS.   The VADM James H. Doyle Jr. Combat System Engineering Development Site (CSEDS) and RADM George R. Meinig, Jr. Integrated Air and Missile Defense Engineering Center (IAMDEC) are the Navy owned facilities of AEGIS TECHREP operating under the leadership of the AEGIS TECHREP Executive Officer with a contingent of Navy personnel charged with providing a high-fidelity, shipboard-representative test environment for AEGIS Weapon System and Combat System development.

AEGIS TECHREP Divisions

Rear Admiral R. Meinig Jr. Integrated Air and Missile Defense Engineering Center

Commissioned in 1977, the Vice Admiral James R. Doyle Combat System Engineering Development Site was the center for AEGIS Combat System development and testing.

The AEGIS TECHREP organization is comprised of civil servants and military personnel.  The responsibilities include monitoring of over three billion dollars of simultaneous large-scale engineering development, integration and test, production and maintenance contracts involving different complex combat system baseline configurations for U.S. Navy AEGIS Cruiser/Destroyer/Frigate/Amphibious Assault platforms, U.S. Coast Guard, Missile Defense Agency and Foreign partners including Australia, Canada, Japan, Norway, Saudi Arabia, South Korea and Spain.  These systems are the Navy’s most advanced and complex weapons systems.

AEGIS TECHREP consists of ten divisions: United States Navy (USN), Ballistic Missile Defense (BMD) and Foreign Military Sales (FMS) programs Divisions; System Engineering, Acquisition and Logistics, Test and Evaluation (T&E) Information Technology (IT) / Cybersecurity, Corporate Operations and Comptroller and AEGIS TECHREP Military Divisions.

The USN Programs Division provides direct oversight and engineering support services for the entire USN Programs portfolio from a Command Project Lead perspective.  This includes new development programs, maintenance updates, capability development/upgrades and platform interoperability.  The USN Programs Division works collaboratively across all the AEGIS TECHREP divisions in executing all aspects of the Systems Engineering V-chart including requirements definition, test, acceptance, logistics, development site readiness, delivery for both computer programs and hardware and project task planning for the Command.

The BMD Division provides direct oversight and engineering services for the entire Missile Defense Agency (MDA) AEGIS portfolio.  This includes in-service at sea platforms, future capability development and ground-based AEGIS Ashore installations throughout the world.  The BMD Division works collaboratively across all the AEGIS TECHREP divisions in executing all aspects of the Systems Engineering V-chart, including requirements definition, test, acceptance and delivery for both computer programs and hardware.

The FMS Division serves as a liaison to our International partners.  Providing Baseline development, PTC Operations and System Acceptance, Test Planning, Development and Operational Testing.  FMS makes Certification recommendations and maintenance support as well as Technical Manual reviews.  They provide engineering support services to Program Executive Office/Integrated Weapons Systems (PEO/IWS) 4 for AEGIS FMS Programs.  FMS performs as the Recurring Verification & Validation (V&V) Agent for PEO IWS 4, are Contact Officer for Foreign Liaison Officers in Moorestown and are a Voting member of PEO IWS 4 Releasability IPT.

The System Engineering Division is responsible for major design reviews, AEGIS specification technical review and acceptance, computer program code reviews and evaluation of specification changes.  They chair the System Review Team (SRT) efforts for new Baseline development, witnessing and data evaluation of demonstration data, technical evaluation and recommendations provided to on-site Defense Contract Management Agency (DCMA).

The Acquisition and Logistics Division is responsible for providing services to the Moorestown sites, shipyards and the fleet maintenance and repair for all Government Furnished Equipment (GFE).  They fill Causality Reports (CASREP) requisitions, coordinate the review and recommendations for Engineering Change Proposals (ECPs) and participate in the process of multiyear Lifetime Support contract for which they provide oversight and coordination for the Navy.  They monitor LM production efforts in the factory (Radar System Element (SPY) Antennas, Signal Processors, Chillers, etc.) through initial acceptance, coordinating Production Test Center (PTC) installation and checkout of each shipset of equipment.  Authorized production equipment upgrades are completed while at PTC.

The T&E Division plans and conducts System Performance Demonstrations (Demos), Engineering Assessments (EAs) and Development Tests (DTs) to provide an independent assessment of system performance.  They also support all phases of test and evaluation conducted at CSEDS and PTC.  They coordinate aircraft services for live exercises, analyze data and provide reports on Navy conducted tests and demonstrations at Moorestown and Virginia AEGIS Test Sites.  T&E plans, organizes and coordinates the development of ship construction combat system test documentation for all AEGIS ship classes (US and FMS).

The IT/Cybersecurity Division pursues ground truth Cyber risk assessments, sustains an acceptable level of risk with CSEDS’ RDT&E environment, provides expert level Cyber Engineering support to AEGIS development and test, loads COMSEC key to support site testing operations, pursues ATOs or Local Authorizations for Government IT systems and networks, provides a trained and qualified Cybersecurity Workforce, maintains the Command’s TRAIN website, and provides ACTR support for NMCI.

The Corporate Operations Division, (NADCO), provides support essential to the management and operation of AEGIS Technical Representative.  Is comprised of the:  Administrative Team; Acquisition Management Team; Security Team and Workforce Management Team.  NADCO provides advice, assistance and execution on all matters of administration, human resources, security and acquisition and contractual issues. 

The Comptroller Division implements and maintains an integrated program of financial management services including Accounting, Budgeting, Payroll support, Defense Travel System (DTS) employee assistance, Government Travel Card Program management and other financial related support.   The team analyzes and evaluates financial data to implement solutions enabling the Command to meet its mission while providing proper stewardship of the taxpayers’ dollars and auditability.  Additionally, they manage and monitor the execution of Operations and Maintenance (OMN), Other Procurement Navy (OPN), Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion (SCN) and FMS funds.

The Military Division provides onsite US Navy personnel to work with System Engineering and Test & Evaluation personnel to provide fleet insight in the review of Combat and Weapons System Design, Navy operators for all Navy conducted tests and demonstrations at VADM James H. Doyle, Jr., Combat System Engineering Development Site (CSEDS), technicians to maintain GFE at CSEDS and team with Lockheed Martin support contractors at CSEDS to maintain daily operation.
